Absolutely! Every Mfg does so - same as NASCAR - key is to respect a Mfg that can make what a top-pro requires - it must lead to better knowing what the 'regular' people might like & their abilities to make it "all"...
 
I have 4 BaBo PST GT made by the Tour Dept. In Lyon. But Babolat don't make tour frames like i.e. head do. All Babolat players play with either new stock frames modified with inner lead or like most of them do, they use older inner weight/lead modified stock frames, then painted to look like the new models.
 
I bet they have lighter better-graphite versions for the pros because Rafa Nadal's stick weighs only 332g after customization. A stock APD with an overgrip and dampener would be around 327, leaving Nadal with only 5 grams of lead tape to add. He adds more though.
