Does a benchmark rating prevent you from moving up end of year? Or does it just prevent you from a bump down?

Neither. As far as having your rating go up or down, a benchmark rating means you can't auto-appeal up or down per the auto-appeal rules. But it does nothing to affect your ability to be bumped up or down the following year. That is based solely on your match results and the normal application of the rating algorithm and year-end calculations.

See for a description of the new appeal rules that recently went into effect.

    bench·mark noun \ˈbench-ˌmärk\

something that can be used as a way to judge the quality or level of other, similar things

Benchmark is exactly the same as having a "C"omputer rating except that you may not appeal for 1 year.

It is solely used so that USTA can try to normalize ratings across all states and sections.
