We're talking beyond 250s here.. He amassed enough 250s to jack up his titles to over 100..if I'm not wrong, he has more 250s than djokodal put together!!! Prior to his 2003 Wimbledon win, what was his biggest title?

Many of his 250's are tournaments he usually plays anyway that are 500's today like Dubai, Basel and Halle.

Take a few minutes to examine the caliber of Connors 109 titles, many of which weren't even at the level of 250's in the 1970's. And that's not said to diminish Jimbo's record, which is well deserved. To answer the bolded part of your question, Fed's biggest title prior to Wimbledon 2003 was the Masters 1000 win in Hamburg in 2002.

I'm not anti Federer but am not anti djokovic or Nadal too.. But for a tennis player forever revolving around 250s before courts slowed down, what does it say about him? Nadal could have run over had he chose to participate in South American clay

Federer 4. Wimbledon 2003-2007. USO 2004-2008. AO 2006-2007 and 2017-2018.

Nadal 3. RG 2005-2008. RG 2010-2014. RG 2017-2020.

Djokovic 5. AO 2011-2013. Wimbledon 2014-2015. AO 2015-2016. Wimbledon 2018-2019. AO 2019-2020

Only Djokovic and Nadal had 3 different streaks at a Grand Slam tournament. Djokovic even has more streaks than Federer at Wimbledon

Fed just didn't develop fully, what's the big deal. He was losing everywhere, be it fast or slow.

He was closer to reaching a SF at Wimb than he was to reaching one at RG anyway before 2003.
 
TBH, some of the Djokovic stretches are not really impressive. Not for an ATG.
