Can someone briefly explain Adult USTA Tournaments for me?

I've been to several large doubles tournaments but have never had to organize. Basically I just showed up and played in team like atmosphere. I've recently decided to try my hand at some 4.0/4.5 usta singles tournaments but have a few generic questions.

1. Is it double elimination? (aka consolation draw?)
2. What happens if not enough people sign up for the draw?
-I've browsed a few local ones, and there's currently only 1 other guy signed up... do they combine the draws? Give you refund? You automatically play in the finals?

Any other tips or advice would be great! Thanks!
 
Adults just usually don't want to play singles for some reason, so the draws are almost always sparse. I've seen them do a variety of these things in those situations, from combining draws to out right just canceling play. I've even seen a one match tourney for the championship.
 
I know a guy who brags about making it to the semifinals of one USTA tournament, he never lets on that there were only four participants.
 
I've seen them where it's single elim. and I think I remember seeing a round robin.

I'm not sure what happens if there are only 2 people... but I think they just bye both teams in the semis and they just play each other in the "finals".

There should be a date on which draws will be posted, so it's at that time where they would refund you and notify you there is no turnout. Keep in mind that not every player signs up online. You may see 10 people signed up, but there could be an additional 10 or more people who are manually inputted by the tournament director because they didnt register online. You will only know how many people are actually playing after the draw is posted.
