The N stands for NTRP which means the levels aren't all together, the 3.5s will play against 3.5s(and under) and the 5.0s will play against 5.0s(and under). It also means you need to get a level to play. And in our area 3.5, 5.0 means there are only two levels, 3.5 and 5.0, while 3.5-5.0 means there are many levels: 3.5, 4.0, 4.5, and 5.0. For USTA league play in our area folks coming in from out of the country could get ratings by looking up their local rating in a table and self rating to the equivalent USTA level. I'm not sure if that works in tournaments.
