Could USTA rating system actually have a loophole?

There is a team and a captain who I have heard great stories of that Captain, who is also an area coordinator (and is close to the director), cheats on ratings. I am friends with some of the guys in his team and around beer table, captain had told them as well that some of his players were going to get bumped to 4.5, but he kept them to 4.0 because his goal is to go to National.

They have been districts few times, and have gone to Sectional, and all players remain at the same level year after year.

I wouldn't trust the TLS numbers to be too accurate, and even so, most of the A-F are very close so don't appear to be blatant examples of someone being at the wrong level.

But e-mail me directly with some names and I'll take a look at what I have.
