Davis Cup finals and Year End Rankings

I have seen many people asking whether the 2014 Year End Rankings will include the points of this year´s Davis Cup final.
Even though I couldn´t find any offcial confirmation, unless the rules have changed, an analysis of last year´s Year End #1 would indicate that Davis Cup does count.
According to the ATP, in 2013 Nadal clinched the YE#1 after his second round-robin victory. Hence, after his first RR win it was still possible for Djokovic to overtake him at the top. In the Race to London Nadal finished with 12030 points, so after his first RR win he had 12230 points. Djokovic finished with 10610 points in the Race, so even if he were to win WTF undefaeted he would only have 12110 points. So, only if the 2013 Davis Cup final did count toward the year-end rankings (Serbia played the final) the information about the date in which Nadal took the YE#1 can be correct.
In conclusion, unless there has been a change, in the battle for the 2014 YE#1 Djokovic will drop his 150 points of last year´s Davis Cup final (counted in the Race) and Federer may add some points if he were to win any match for Switzerland.

I have thought, but I am not sure on this, that the 2013 Davis Cup finals points contribute to the 2014 ranking NOT the 2013 rankings (as strange as that may seem). Apparently the end of a year is straight after the WTF NOT the 31st of December. Everything after the WTF falls into the next year.

So, the following is for sure - Djokovic will lose his 150 points (from the 2013 Davis Cup finals) - the question is when- after the WTF? Or after the 2014 Davis Cup finals?

It will get very interesting if Djokovic is ahead of Federer by less than 300 points at the end of the WTF. hopefully people will remember to factor DAVIS Cup in.

My impression, given to me by underground, is that last years DC count round for round in the race. So up until April, the April-DC, the September DC and the final counts. Now, since only the final is left to play, those points are still in the race. But they would have been a part of Djoko's 2013 YE points as well in my understanding
