Oh man the right visa is the only one that provides the exemption. After that correction, the exemption itself need to be checked because the medical board said they don't check the veracity of what is submitted to them. If a paid-off Serbian doctor had provided fake certificates, it is no different from students to the US who landed up with fake diplomas and were caught at the airport.
