I think his reasoning is that Madrid conditions are very different from RG. I don't think it really matters, though.

Djokovic needs to make huge inroads in Madrid if he hopes to be top 4 by Wimbledon at least.
Alcaraz is out of Madrid and Sinner is banned. Djokovic draw is perfect to at least reach final of this event. Even better if he wins.
I would not wish him to push himself a lot in Rome if he makes final here at least. Then go to RG and make quarters or semis at least. This hopefully will be enough for him to be top 4 at Wimbledon as long as fritz does worse before Wimbledon.
