2019 final was a big letdown compared to the previous rounds. Got to go with 2011.

Why would it be the highest level ever? Because Djokovic won a lot that year? That is like a Federer fan saying "2004-2007 is the highest level ever" just because Federer won a lot those years. Or a Nadal fan saying "2008, 2010 and 2013 is the highest level ever" just because Nadal won a lot those years.
There is no objective way to measure the "highest level ever".

Tougher draw in 2011 (Tsonga was better than any of his opponents until the final in 2019) and much better display in the final. He was two sets to love up against prime Nadal after an hour and a bit, that is simply astonishing.
He also returned and moved better that year, so his level was definitely higher.
His highest level at Wimbledon, however, was in 2015. I still think that the matches against Cilic and Federer were his best ever performances on grass (serve, return, movement, ground-game...everything worked perfectly for him).

The guy in 2019, and I know people get riled up when I say this, but... I mean he struggled to beat a 38 year old man. Not just did he struggle to beat him, but he straight up would have lost the match if the old fella hadn't choked both the first two tiebreaks straight to hell.
The guy in 2011 DESTROYED a Nadal who, whatever you say about him, had played his last 4 Wimbledon finals, was the defending champion, and must have helped his mental state at least a little by picking up that Roland Garros title after the 4 whoopings Djokovic gave him to open the year... And he still got crushed.
