I don't quite understand the question. This is not a matter of opinion or arbitrary decision. Raonic, like all other players will be seeded according to his ranking one week before RG.
Currently he is ranked #34 so if he improves two spots or if two higher ranked players do not play the RG he will be seeded.
I believe the commentator on Sky said that having got to the MC round of 16 he would be seeded .
Your thread title(should) is different from the correct title over the poll, which is Will he be seeded.

It's whatever he earns. News flash to you, you earn ATP ranking points. You're not awarded them, nor do you buy them. You can get a wild card into an event but you don't get bumped up in position points. So many ******** questions here.
Should Federer be seeded after he lost to a lower ranked player than Ferrer?
What standard do you propose for who gets seeded then? Raonic getting a seed at RG doesn't mean he's overrated. Ferrer beating him doesn't mean there are 32 more deserving players, as mentioned by another in this thread Ferrer is one of the best players in the world.
