If you play tourney only you will get a rating with a T designation. If you play both leagues and tourneys, it depends on the section if they count tourneys. My perception is most sections do count tourney wins towards ratings.
Norcal doesn't include touraments, at least not in my case. I played 11 tournaments and 3 league matches last year and got rated based on the 3 league matches.
They didn't count last year for the first time and they continued it this year. I'm not if you play only tourneys but I suspect they simply don't want to use them. They felt there was too much abuse of the results in the tourneys, so I'm told.

As tennis-n-sc said 2007 was the first year that tournament results did not count in your year-end rating for the Southern Section. Last I heard the Southern Section will vote on whether to continue this policy for 2008 at their meeting in April (seems strange to decide this after 4 months of tournaments have already been played).
But if you do not play adult or mixed leagues, then my understanding is that your tournament results WILL count and determine your rating.
