Does UTR calculate MXD season?

I know that USTA does not include the MXD season into their dynamic ratings. However, does UTR include MXD matches in their calculations?

My doubles partner and are both USTA 3.0C rated. However, he has a UTR of 6 and I have a UTR of 4. But looking back at matches played during men's league, we've played similar number of 3.0 matches. But he has played more matches as a 2.5 a few years ago as well as a lot more 6.0 and 7.0 MXD matches.

I'm wondering if it's these extra matches that account for 2 UTR difference.

In truth, he is a better player than I am (more aggressive net play, harder serves and sharper volleys. He also has a wicked driving slice groundstroke). But if it's all about win-loss record during men's league play, we should be similar since neither of us has played singles.

For a gender neutral rating, why does gender matter? ... :O
