DUPR isn't an accurate assessment of PB skill unless you're playing many tournaments and with the same partner in doubles. It's accurate for professional players and most are around 6.0 or higher.

The best skills assessment is performed by a seasoned instructor who played professionally or semi-professionally. They can tell immediately someone's skill level observing them in a few games and many times just warming up or drilling. They look at things like your overall consistency, communication with your partner, shot selection, drop ability, dink ability, drive ability, reset ability, speed-up decision making and countering ability.

At a minimum, a 4.0 player can drop the ball reliably from the transition zone on the 5th shot and semi-reliably from the baseline on the 3rd shot. They can also sustain an extended moderately paced dink rally of at least 10 shots. They can at minimum block hard shots and have reliable backhands and forehands using good technique. They know to quickly approach the kitchen after they return serve.

Many call themselves 4.0 players because they can drive the ball directly at opponents to win points or speed up directly at the body. That works up to about 3.75 level. After that, they get shut down and exposed quickly for their lack of skill.

Anywhere from 3.0 to 5.0.
The mix is usually a few 3.5s, mostly 4.0+, some 4.5+ and a sandbagging 5.0 team desperate for a gold medal.
