I honestly don't think they are sophisticated/smart enough to be so calculating. Just think they want to sell tickets.It is more complicated than that: the purpose is to ensure as many favourable matchups as possible while guaranteeing the best chances for more records. The first means whatever tasty match between the big 3 (which means that that match can be different on different surfaces and with different form), while the second that any most dangerous players should be removed from contention. That is why Thiem got the draw he got at RG: he was the main danger to prevent Nadal from winning more. The Fed-Nadal semi was just a bonus as Fed wasn't supposed to even be there, and Djokovic-Thiem grindfest fell right where it was supposed to: longish match (which nowadays passes for epic) the winner of which was sufficiently weakened for the final.
The difficulty here is to determine where does the biggest danger for upset of the order comes from and who should the favourite be at Wimbledon this year? I have no doubt that the organisers would love to see another Federer Nadal final, but with Federer being that old, and Nadal prone to upsets what to do? Also, who is a bigger threat right now FAA or Tsitsipas or maybe Zverev? Until Del Po got injured I would have said that he was the main favourite to be pitched against that threat. Now the cards are mixed again.

1) WB entries are decided by ATP rankings weeks (6?) before WB start, so Feli needed a WC to get in bc I'm guessing he was ranked well outside top100 a few weeks ago.
2) 'grass formula" ONLY applies to the top32 ranked (thus seeded) players, used to decide their seeding order. It does not apply to ATP#33 or lower.
