Absolutely not. He exited his prime in 2010 just like Djokovic did in 2016 & Nadal in 2014.
Absolutely he improved his game. Competing vs Djokodal made him a better player...regardless of weather he added a few years. He's not gonna drastically regress from age 29 to 30...

So we can safely assume that 2017-early18 Djokovic is almost as good as 2015-16 Djokovic, right?
He improved his game, competing against Daniel, Chung, Istomin, Edmund, Paire, Goffin, Cecchinato made him a bettet player. Regardless of whether he added a few years. He's not gonna drastically regress from age 28 to 30.

I agree with those dates.

Their respective peaks as well as primes have long ended.
If I had to define :-
Prime Roger :- 2003 July to 2012 August.(minus first half of 2008 & second half of 2010)
Prime Rafa :- 2005 April to 2014 June (minus second half of 2009, second half of 2012 )
Prime Djokovic :- 2007 August to 2016 August (minus 2010, parts of 2009)
