I'm not sure. I do not think it is only about the life span.
The motivation has to be still high to win those events. Federer had - up to now - an unbelievable concentration when he played the majors. more than tiger woods. but wood is not yet on the top of the golf champions (well, not concidering the majors) so he might still have this motivation and he certainly has more time. if federer manages to be as consitent for further 2-4 more years with winning about 6 grand slams title, I think he will end up leading with that.
anyway: the best thing that could happen would be if tiger would end winning majors if he has the same number as roger (or the other way around)
I would wipe out the "younger players"-argument. They are just the best. It's not about the others to stop them, they can only stop themselves.
