How is it decided? What are the constraints of nationality? What are the certifications required? Are ITF certifications the same as ATP certifications? Have you ever umpired DC ties, woodrow?

Well, these are the questions that came to my mind.

The ATP/ITF/WTA certification is a joint certification. World Group ties are silver and gold badge officials. The zonal ties can be any certification. Only Gold Badge officials can work the Davis Cup final.

I worked as a chair umpire for 4 Davis Cup ties, and as a line umpire for one.

As a chair umpire, I worked two World Group qualifying tie (Chile vs. Japan in Chile and Brazil vs. Sweden in Brazil.)

I also worked as a chair umpire for an Americas Zone Group 1 tie between Mexico vs. Ecuador, and a Group 2 tie between Puerto Rico vs. Bahamas.

I worked as a line umpire for USA vs. Spain in Houston.

The chair umpires and referees for the Davis Cup ties are selected by the ITF and approved by the Davis Cup Committee.

For World Group matches, the referee and both chair umpires are from neutral nations.

For Group 1 zonals, it is preferred that both chair umpires are from neutral nations, however, one can be from the same nation. When the non-neutral umpire is in the chair, the referee sits on court next to the chair umpire, and that is the only time a referee can overrule a question of fact by the chair umpire (line call or something else that a referee normally cannot overrule.) I have only heard of this ever happening once where a referee had overruled a chair umpire's overrule.

For Group 2 zonals, it is almost always one neutral chair umpire and one non neutral.
