not quite the essence of what you ask for but djokovic has four runner ups and just 1 tittle, for such an increíble hard court player he is that can be considered low
 
I voted Michael Chang because of the 7 Masters and the 3 losses in his closest bids. I mean, he got Rafter and Edberg in their primes and Sampras was Sampras.

An insane 18 total hard outdoor titles.
