Djokovic, easily.
Even in 2006 Federer couldn't defeat Nadal in straight sets. Unlike 2019 AO..

They lost the same number of single sets here and there, some to strong players some to less strong. But Djokovic was taken to 5 sets twice as often, including by Simon. Fed lost to GOAT candidate, 5 time Wimbledon finalist and 2 time champion Nadal. Djokovic lost to 3 slam winner, 1 time AO finalist and champion, Wawrinka.

It's not an exact measure by any means, but it's one indicator that Fed played an average higher level at Wimbledon in his prime than Djokovic did at the AO in his prime. Both had exceptionally high peak levels though (Wimb 2003 SF, AO 2016 SF etc.)
