They are drawn, just like everyone else. When the main draw is first made, and while the qualifying event is still going on, spots for 'qualifier' are placed in the draw depending on how they are drawn along with names of the direct entries and wildcards. After the qualifying event is finished the qualifiers are drawn to fill in those 'qualifier' spots in the draw. There is no standard rule that dictates who will go where. In next weeks Cinci Open 2 qualifiers are drawn to play each other in the 1st round, who those players will be is a matter of how they are drawn out of the hat simple as that.
