Here are Federer's results since 2011 USO.

2011 USO SF DJOKOVIC
2012 AO SF NADAL
2012 FO SF DJOKOVIC
2012 W W DEFEATED MURRAY
2012 USO QF BERDYCH
2013 AO SF MURRAY
2013 FO QF TSONGA
2013 W 2R STAK
2013 USO 4R ROBREDO
2014 AO SF NADAL
2014 FO 4R GULBIS
2014 W F DJOKOVIC
2014 USO SF CILIC
2015 AO 3R SEPPI
2015 FO QF WAWRINKA
2015 W F DJOKOVIC
2015 USO F DJOKOVIC
2016 AO SF DJOKOVIC
2016 W SF RAONIC

So judging by the above results he has lost to,
Djokovic 6 times
Nadal 2 times
The rest one time.

Feds legacy has been hindered in a certain way by djokovic really stopping him so many times (out of his prime I know)

I'm sure a few more but almost even top player when he or she is older faces top players who stop them. Would Connors have won more if McEnroe or Lendl weren't in his way when he was older? What about Rosewall being stopped by Laver?

Looks like at least 2014 2015 wimbledon, no ways dimitrov or gasquet would be able to contest in anyway.
There's no point looking at the of the ones that were not a loss from Djokovic directly, or a loss prior to Semis.
Out of the three SF that's left, 2 were younger feds, one was 2016, so 1 or 2 more.

If Djokovic was not there, Fed would be sitting on 20-21 is my guess.
