How was Djokovic granted medical exemption?

I don't understand how these things work, he was granted a medical exemption but denied entry through his visa. What was the point in giving him an exemption then?

When he goes to show his evidence to the border patrol, why wouldn't the medical exemption evidence be enough? Also, wouldn't the airport be remotely informed that the WN1 of a big sport is allowed to come in?

Victoria and federal government told Tennis Australia and their panel that having had Covid in the last 6 months is not a valid reason for an exemption but they ignored them and gave an exemption to Djokovic on that basis anyway. So he passed tennis Australia’s guidelines but not the governments. So when he arrived, government said no. Total **** up.

It's hard to know where the stuff up is. How did ATAGI somehow come to classify having had Covid as the basis for an exemption? There's no advisory against getting vaccinated or receiving booster shots for people in Australia infected in the last 6 months. Why would that be on the ATAGI list but not the Australian government list, when ATAGI is the relevant advisory body to the Australian government?

But the exemption is a legal ruling right?
