Is Madrid a clay court?

What made Madrid court so special that made Zverev serve at 229km(142 mph) against Thiem? No question Zverev is a very strong and tall German but making faster average first serve on clay over hard courts(ao, us open) is ridiculous. Or on the opposite, do we silently let grand slam organizer nerf hard court to extreme and made hard court way slower than clay?
Also Isner's run, lol.

Between Madrid being a bit faster and clay naturally amplifying good kick serves, Madrid is as servebot friendly as a clay court gets.

This is from a few years ago, but gives you an idea of what's going on. I don't know what the conditions in these matches were like, but you can see how high the bounce is, so it is surely still very much a clay court.
