His grass record is very impressive. I would say yes by all round career. By level of play you could debate it though.
 
I’d personally put Federer, Sampras, Borg, Djokovic, Becker, Edberg, McEnroe, and possibly Connors over him as far as Open Era is concerned.
I think everyone would put the bolded names ahead of Murray since they all have more Wimbledon titles than Andy. One of them has four times the number of Wimbledon trophies as Muzz.

Indeed, or maybe top 25. Smith, Ashe, Gerulaitis, Tanner, Curren, Cash, Stich, Ivanisevic, Krajicek, Hewitt, Roddick all have an argument for higher grass peak as well. Murray's peak is probably on par with Lendl, strong but below peak big game bots. Lendl played in a bery bery tuff grass era, mury might not have won a grass slam in Lendl's place either.
 
The term ATG can get overused a bit at times imo, but Andy would have a reasonable claim with 2 Wimbledon titles and an Olympic gold.

Peak Castle was an awesome sight to behold.
His Wikipedia page actually lists that third round among his other achievements:
