Just like most would agree Sampras ON clay wouldn't even crack Top 20.
How does Nadal compare in just the Open Era away from clay?

And of course all his deep runs to Finals and Semis in the above Slams as well as Masters like Canada, Indian Wells, Cincinnati, Miami, etc.
And if he IS Top 10 in your opinion where exactly does he slot?
Having 6 Slams on paper makes it seem a no brainer but I tracked the following guys ahead of him:
Federer, Sampras, Becker, Borg, Djokovic, Connors, McEnroe, Lendl that's 8 with very little argument considering indoor achievements, etc.
So that just leaves 2 spots.
Edberg & Agassi are a strong cases against Nadal but could be argued even.
Wilander off-clay isn't too impressive, I think sufficiently behind. Murray is a very intriguing case, despite obviously 3 less Slams but incredible consistency.
And then there's how you look at Rod Laver in just OE.
