Is something wrong here?

So I bought 2 Dunlop M-Fil 200 Plus from Tenniswarehouse and it came today. I opened the buttcaps on both rackets to see what they looked like underneath. The first one looked normal: hollow with needles sticking everywhere and separated in the middle of the handle, downwards and perpendicular to the face.
The next racket was the troublesome one. I opened the buttcap and I saw a similar view EXCEPT there was cotton shoved in only one half of the buttcap, but not the other. Am I supposed to take this cotton out? Or is it just Dunlop's quality control compensating for weight?
I'd like to know how to fix this problem because if there is something wrong with it, I'm going to return both rackets and think about buying a different model. If Dunlop's quality control is so poor, I'm not going to buy any more from them. Thanks.
