It is '1 or 2 vs 15 or 16'. 1 can only be drawn to 15 or 16, not any one from 9-16. If 1 is drawn to 16, then 2 MUST BE playing 15, vice versa.
Threrefore, Sampras (no.1) had a way easier match at the 4th round facing the 15 or 16, while some like Krajicek, Rudeski (7,8,9 or 10) battling out each other in the same round.
The women had a far less rigid system, in a 4th round, anyone from 1-8 can be drawn to anyone from 9-16
