Longshot here - Old Mutual Power Machine - Clamp Base Won't Lock

I've used this machine with success for about 15 years. Its good enough for me as I only string my racquets. I had shoulder surgery last October so haven't used it since then. When I got it out, the base clamp will not lock closed. As shown (hopefully) in the video. Like an idiot, in trying to fix it, I ended up breaking the other one too. There appears to be a big washer, then three smaller washers, one with ridges. Does anyone have any clue how I can fix these? Thanks so much for any time.
 
either dis guy's screwed up or the base's screwed down

sorry I asked. that nut is completely irrelevant. thought maybe someone on here would have a machine like mine and be able to help.

The machine is a 2004 mutual power tennis stringing machine. It’s not something one can just find an owners manual on. Glad you guys got a kick out of it though.

my machine's got similar base:

1. the bottom plate might be off the slot. quite simple to see or feel it on the bottom underneath
2. seems the bolt on the top popped up n loose, tighten it
