Mixed exclusive rating

If a player has a C rating after 2016 and only plays mixed in 2017, will the player get a mixed exclusive rating when the 2017 ratings come out?

I thought that the player would keep their 2016 c rating and the mixed results would not count. However a friend of mine says otherwise.

Does anyone know?

I had a similar situation with one of my friends a couple years ago. He had a C rating and then only played tournaments the next year and the C rating converted to a T rating when the C rating was still supposed to be valid and wanted him to self-rate to join my team again. I wrote to the sectional coordinator and she changed it back. So, the bottom line is, stuff like that isn't supposed to happen, but it does sometimes.

C ratings are supposed to be valid for 3 years, but as @J_R_B said sometimes there are goofs and they get replaced incorrectly.
