New requirements in California for teaching pros, club managers, owners and board members

Below is information recently passed along to us along with members of the USTA. It is something as tennis professionals we need to be aware and for club managers/owners/board members to ensure compliance. It is always better to be safe in these matters. If you have questions, it states to contact the California Department of Justice with a link to it in the attachment. As I am not a lawyer, I really can’t give you any advise about this other than to read it.

California’s Child Abuse and Neglect Reporting Act (CANRA) primary intent is to protect children from abuse and neglect. The law requires that all California-based sports clubs and their employees take certain affirmative actions to protect children.

The California Department of Justice (“DOJ”) has asked the USTA to communicate information about CANRA. The USTA, in collaboration with NorCal and SoCal, are sharing the DOJ's new resources that explain and will assist California-based members, sports clubs and organizations in complying with CANRA. We strongly encourage you to read through the attached materials and create a plan to ensure your staff, club, facility and/or organization are in compliance. While there are many requirements in CANRA you should be aware of, we want to call attention to the following:

  1. Many individuals working with sports clubs are classified as mandated reporters, including:
    • Administrators and employees of youth recreation programs; and
    • Administrators, board members, or employees whose duties require direct contact and supervision of children
  2. All local sports clubs or organizations must obtain and retain a signed statement from all employees who are mandated reporters acknowledging their CANRA reporting duties as a prerequisite to employment.
Attached are materials that explain in greater detail your obligations under CANRA. USTA is also providing a sample acknowledgement statement which can be modified by any club, facility or organization for their own use.*
