You self-rated at 3.5, meaning that's what you "really" think you are - right? Then you turn around and enter a 4.0 tournament - meaning you kinda think you can hang with those guys (so you don't REALLY think you're a 3.5). You could actually get DQ'ed without going very far in the tournament at all - if your matches are close.
Okay. I just got this email response from the USTA:
"Dynamic ratings are not run on tournament matches so you can not be disqualified from league play due to a tournament match. Tournament matches are sometimes used to calculate Year End ratings, but not every year...its up to the discretion of the Section."

Ok, then it looks like your section is similar to mine (in my section I think they always factor in tournament results at the end of the year, for YER purposes)
