Only Mats, Rog and Nole have done the calendar HC slam double

In the first sentence it says “…auf Teppichbelag ausgetragen wurde” meaning carpet. It only later in the info table says “hard”.
I'm pretty sure the websites (i.e. ATP, ITF, Tennis Corner etc.) also used to say carpet in the past, but the ATP and ITF sites now say "Hard".
 
Still tough to determine. But I still think carpet is the correct answer.
I can only think that it looks much more statistically "neat" to say 1975-1996 is carpet, 1997-present is hardcourt. I'm sure that isn't the truth as to the real surfaces.
 
Italian wiki says hard as well.

I remember it being on hard, and the commentators saying it many times during the week.

I have no idea why some websites say it was on carpet.

French one says hard for singles carpet for doubles.
English wiki says carpet (multiple times) and also gives this info: ”The surface was called "GreenSet On Wood" which had a wood base coated in synthetic material and provided a medium-pace surface”.

Maybe that's the origin of the confusion.

The English wiki on ATP finals also say on indoor hard:

"At Hanover, it was played on carpet in 1996 and on hard from 1997 to 1999".

 
I remember it clearly because I watched that match when I was in Spain, and the commentators on Spanish TV used to be very biased in favor of Spanish players and Latin-American players.

Those commentators were expressing their satisfaction with the fact that in the last 3 years (97, 98 and 99) this tournament was being played on hard courts, where they thought Spanish and Latin players (Kuerten, Lapenti, and Moya, Corretja the previous year) had much better options, whereas had it been played on low-bouncing carpet, they thought Spanish and Latin players wouldn't have had any option.

@NatF you're a stats guy, when was the last time two players faced off in 3 of the 4 slams in a single season? Especially two top 5 players.

I just realized Med-Sinner played at AO, Wimbledon and USO this year. It's remarkable.

Nadal/Murray in 2011 and Fed/Djokovic 2011 both come to mind. Also Fed Hewitt in 2004 IIRC.

As I said there are various sources saying indoor hard. Also it clearly states everywhere that 97 was on indoor hard which would mean they would have done a switch back and forth. However, Wikipedia says 99 was on carpet and so do @Mustard and @messiahrobins . @Waspsting : your match reports says carpet as well. Do you happen to have some additional sources here?

I think the source it uses is very specific in describing what kind of carpet, which gave carpet some credibility

My (not very clear) memory of the matter was '97 onward was hard court, but the English wikipedia has '98 and '99 as being on carpet

I'll add that it sounds like carpet, but that's not conclusive. Generally, if it sounds like hard court, its hard court, but if it sounds like carpet, might be hard court, might be carpet

I don't remember seeing stiches, which would be the only conclusive point on the matter

wikipedia occasionally gets some of these things wrong. For example. Antwerp Invitational is listed as being on carpet
Commentators for '85 final very specifically state the surface is not carpet but deco something hard court - the same surface as US Open. And that one sounds like hard court
