Playing down in a tournament?

Ok I was following the results of a tournament some friends were playing in this weekend. One is a very good 4.0 and the other is getting bumped to 4.5 at the end of the year. Their second match they got beat 6-2, 6-0. In talking to one of them, part of it was that it was a bad matchup for them. In looking at the two other players though, one is getting bumped to 4.5 at the end of the year, but the other is showing as having a year end 4.5 rating (and has been every year since 2005 except for one year when he was bumped down to 4.0). He didn't sign up for the tourney online either. Is this a case of the tournament director just letting him play? This isn't his first tourney, but coincidentally both tourneys were run by the same person. Is this just BS, or could there be something that I am missing?

I think this is the TD's decision to allow it. I recently played in a tournament where a 2014 4.5 that was a 2015 early start 4.0 was allowed to play 4.0, but a 2014 4.0 that was a 2015 early start 4.5 was also allowed to play 4.0.

The player played the first tournament (and won) the same way back in May. Also, he played no league matches this year, only these two tournaments. Both tournaments were sanctioned by the way.

The other players that are year end bumps can obviously play. I have no issue with those two playing.

Your friend should just ask the tournament director why this is allowed. Could be an honest mistake and the tourney director just assumes the guy is a 4.0.

If everything is as stated, that's wrong. I don't believe the TennisLink system would allow that entry if the player entered online. I agree the TD would have to manually enter a player in order to "play down".
Maybe it is not a USTA sanctioned tournament, that's a possibility. Send out the Tournament ID # and people can take a look and give more feedback.
