Quantitative ratings for 3.0, 3.5 and 4.0???

If one is rated 3.0, 3.5 and 4.0, then what is the range for each rating?? i.e. is it 2.5 - 2.75 for a 3.0???

Also, if one self-rates at 3.5, then what is the rating does one start out at
prior to their first match?? Is it 3.50, or is it at the bottom of the 3.5
range?

Never mind. I received the following from the guy who runs the Tennis Link in my state:

The range for 3.0 would be 2.51 to 3.00, 3.5 would be 3.01 to 3.50, and 4.0 would be 3.51 to 4.00. All self-rated players regardless of the level they have self-rated start the year at 0.00.
