Question about 4D 300 Tour power map

I noticed some surprisingly low numbers on the power map for the Dunlop AG 4D 300 Tour. Either those are typos, and should be 19s instead of 9s, or the stringbed is exptremely dead at the top.

Actually...is it completely fixed? 9.8% up at the top?
