Yeah you're right. I spent a long time scrutinizing the photo and the marks are too small. Cupping leaves marks with a bigger diameter, whereas in the photo they are much smaller.

Cupping is part of Eastern medicine so it deals with energy manipulation, I am sure, so sometimes there in not a scientific answer but rather its more holistic medicine. It works but the entire truth may not be known to the West because it is yet to be really researched.

So inadvertently while viewing photos of the new Babolat Pure Strike for Wimbledon from Japanese Lafino tennis shop facebook page, came across this photo. Looks like some sort of medicated patch and makes sense since the photo she was seen wearing the dots were in Asia (China?).
