That's exactly the crux of the matter. She claimed she was an Andorra resident to avoid her home country taxes, like many other classy ambassadors of the sport, who happen to be just your all-too-usual greedy human being. But apparently she didn't bother to actually live there, so the court saw through the charade and hit her with the mighty tax hammer.
