She didn't really want to play IW, she just needed all the Serena hoopla drama publicity. She got the tourney management falling all over themselves saying great things about her and now...she's gone. She didn't want to face Halep again because Halep fights for every, and I mean every, point. Not that Serena can't beat her, she just knows it will be a real battle. Good riddance. It's just that we'll have to put up with the same thing all over again when Venus decides to play IW again.

No. It means she had a bad day or Jelena a good day.

Let me rephrase your question: yesterday there was a solar eclipse in Europe. Does that suggest anything for the next 5 years economy?
