Here are some numbers showing the sad state tennis is in when it comes to lower-ranked players.
ATP 2018 Year end ranking:
100 Ivo Karlovic $9,254,395 / 19 years as pro = $487,073 / year
200 Adam Pavlasek $622,924 / 7 years as pro = $88,989 / year
300 Andrea Collarini $262,708 / 9 years as pro = $29,189 / year
400 Joao Souza $1,346,771 / 13 years as pro = $103,597 / year
500 Ruan Roelofse $153,867 / ~11 years as pro = $13,987 / year
Karlovic probably fares better than an average #100 since he has that great serve and was ranked as high as #14. But the picture is quite clear.
(Some lower ranked players may be top ranked in their own countries and therefore get paid by their governments, e.g. some Chinese players.)
