not basing this on ifs but Rafa’s weeks at number 2 which is 360 compared to 214 for fed and 146 for Novak. And they do lead him at weeks at number 1. Most of his career he spent as second best

Clay doesn't count as a surface because Nadal dominates Novak on it. Pre-2011 results also don't count, because Nadal was generally better than Novak then.
