Slowed Down Grass Courts Sped Up Clay?

So I've heard everywhere how, the ATP sped up Clay, and Slowed down Grass, but how did they do that?, add less clay? let the grass grow longer? Sorry if wrong section didn't know where to post.
 
its only a guess that wimbeldon grass slowed down after sampras dominance of 7 years........... none of clay courter other than nadal reached wimbledon final or a semifinal
 
Different kinds of grass and clay are my guess.

Agassi never was a retriever. Never. Too slow. He sure was a baseliner, but he was extremely aggressive and went for the outright kill. Not to mention Ivanisevic had mental issues until his dream Wimbledon. Should've given half his prize money to the young guy who got Sampras out so he doesn't crumble in the finals as usual.
 
Wimbledon did more than anyone to destroy serve and volley tennis and yet they luxuriate in tradition!
