The rule states that the participant had to play Davis cup for the country he represents at the OG at least once within last two years prior to the event.

Rafa did not and Spain is eliminated from Davis Cup for this season.

And why do you and your cronies keep complaining about the correct disqualification of your idol at the 2020 US Open and the rules that the US government put in place for foreign citizens to enter its soil in 2022 and parts of 2023?

I’m sorry, but Nadal fits nearly every criteria for eligibility, including basically everything on the paragraph describing situations in which he can play despite not competing at a recent Davis Cup:

Where the player has not met the minimum participation requirement set out at paragraph
v) above, the relevant decision-maker (the “Panel”) as specified in the Regulations for the
Olympic Tennis Event may exercise its discretion to rule that a player who satisfies all other
eligibility criteria is considered eligible for nomination for and participation in the Olympic
Tennis Event when taking into consideration special circumstances including, but not limited
to, the following:
a) Injury/Illness: The injury or illness must be evidenced through authorised medical records,
clearly identifying the period of absence from all competitive tennis.
b) Newcomer to Davis Cup or Billie Jean King Cup Competition: A player only reaches a ranking
level sufficient for Davis Cup or Billie Jean King Cup selection by his/her National Association
during the latter part of the Olympic Cycle.
c) Strength of Nation: A National Association has a large number of highly-ranked players
resulting in competition for selection, which limits a player’s opportunities to participate in
Davis Cup or Billie Jean King Cup Competition.

There are exemptions made for particularly successful athletes, as there should be. The Olympics would be a worse event without Nadal there, if he's healthy enough to play. Particularly if it's happening on clay.

The biggest barrier from Rafa playing the Olympics will be how his body will feel. If he is fit, he will play, 1000%.

Someone must be fairly naive or disconnected from ITF policies to suggest there needs to be legal wrangling required for him to play.

As it stands, he has two avenues for entry:

1. Playing for Spain in Davis Cup early next year

2. Securing entry reserved for Olympic or Grand Slam singles champions who don’t meet other criteria under ITF policy. Given that Nadal is a major winner (won a few of those) and Olympics singles gold medallist, it’s fairly likely that he gets in that way rather than playing DC next year.

-be at Top 400
-His country quota has not already been filled

If Nadal isn't top-400 by then, he's finished and isn't playing
Spain is extremely unlikely to be filled
AND there is still an appeals process to boot, if Nadal needed to go that route, he would get a same-day wildcard from the ITF/France

Yes, but they were also the rules. A ****load of countries have weird requirements for visitors, but everyone must follow them
