I think the regulations for time between points should also be strictly enforced at this particular Davis Cup match up as well as the sideline 'spa treatments'. That will show the U.S. team that everyone should follow the ITF regulations to the letter.

Yeah Nadal's delay tactics are also against the rules. Davis Cup should definitely look into this situation.

ITF rejects Spain's appeal of U.S. surface choice

LONDON (AP)—Davis Cup organizers unanimously rejected an appeal by Spain on Thursday over the choice of playing surface by the United States for the quarterfinal in July, saying it complies with competition regulations.

The Spanish Tennis Federation disputed the use of the surface, better known as Indoor Hard Premiere. The federation said it is not on the list of 91 manufacturers approved by the International Tennis Federation and “fraudulently infringes” Davis Cup rules.

But the ITF’s three-member Davis Cup Committee gave the Americans the go-ahead, saying its “Acrylic, which is used in over 30 tour events and two Grand Slam tournaments.”

As usual, the pace of the court will be tested with a match ball once it is laid and available for play.

The July 8-10 quarterfinal will be held in Austin, Texas.

Spain has won the Davis Cup four times since 2000, while the U.S. has won a record 32 times.

Spain should stop acting like they have the authority over tennis. It's a global sport and no nation has any upper hand over the others. All should be treated equal whether it's a small country like Belgium or large as Russia.

This is simply not the case, clearly they have got a homogenization of all court surfaces by "boycotting" wimby for decades. Now every surface plays the same in general, as evidenced by the sucess of all Spaniards on practically every surface. They are just planning for the future upstarts:)

It is not new, but sad for tennis, that Spain, Nadal and his uncle Toni think they are bigger than the sport itself. That is why they are and were always whining about the court speed. I have read, that the US Open will be slowed down this year, I hope it is not the case. Otherwise I would assume that the sport is controlled by the mafia now.
