It is very unlikely there will be any ATP or WTA Sanctioned Tournaments in Australia in the lead up to the AO 2021. There might be an AO Qualifying Event in the preceding week although the chances of that are very slim.
TA wants to get the players here, get them through Quarantine, allow them to train in a Bubble, and complete the Tournament. It does not to take any chances of cancellation.
Interestingly, Nine Network Australia is currently running TV Advertisements for only the AO 2021. Nothing is being advertised regarding any other Tennis events. This is a huge indication that nothing else is being scheduled at this stage.
Interesting note at the end of the story is that the Delray tournament will be played BEFORE the Aussie Open.ATP has made announcements regarding the start of 2021 Season including the Australian Summer Season.

Look at someone like Mikael Ymer (5 years on the tour, total prize money to date is around $850K) or Marcos Giron (6 years on the tour, just over $900k). That comes to ~ $150-170 per year. That in itself isn't close to 'very wealthy', but when you figure in the cost of expenses (coach, travel, etc.), it falls into the 'decent living' category. And it gets worse if you include doubles players (both men's and women's).The idea that a bunch of very wealthy professional sports people and their teams are going to be flown into Australia courtesy of Australian tax payers is going to cause a bit of controversey, especially given Tennis Australia has announced full Prize Money is on offer for the AO Event.
So, while I would agree that people like Nadal and Djokovic shouldn't get their airfare covered by the state, it would be a welcome 'plus' for many of the lower ranked players.

The Victorian State Government has just announced another Coronavirus outbreak with community transmission after nearly 70 days without a new case.
Currently more than 10 Active cases. Three new unconnected people have tested Positive and have confimed more than 50 close contacts which are now in Self Isolation and being monitored.
If the Government does not get on top of this outbreak quickly, we may get a Third Wave. And if Victoria gets a Third Wave, it will probably be Bye Bye to AO2021.
Next few weeks here are going to be very interesting. Fingers crossed.
