how could federer possibly have more? 12 wins including 5 @ halle and 7 @ wimbledon are the maximum.
Hewitt played DC, Queen's, 's-Hertogenbosch and then Wimbledon.

W Queen's (5 matches)
W Hertogenbosch (5 matches)
R16 Wimbledon (4 matches)

DC 1st Round:

AUS v ECU WG Rd 1, Perth, Australia; 09.02.2001; Outdoor: Grass

Giovanni Lapentti (ECU) W 6-3, 6-2, 6-2
Nicolas Lapentti (ECU) W 6-2, 6-1, 6-1

There are 6 grass tournaments. You can only play four of them, tops.

Queen's / Halle, then
Hertogenbosch / Eastbourne, then
Wimbledon, then
Newport.

Since Federer is never EVER going to play Newport, he could play and win 17 matches, tops.

Well, to be honest, he wouldn't play Netherlands or Eastbourne either :p
