The host of the video makes an assumption which is incorrect and seems to be based off his own previous bias. Our spec table has absolutely nothing to do with if one thinks using a heavier racquet is advantageous or not. We simply list strung specs because you play with a strung racquet. We also post the average of 6 or more strung samples. We always use the same type/gauge of string. When we are unable to measure several samples we note this in the description, then update the specs and remove the note once we've had the chance to spec more samples. I'm not aware of anywhere else that goes to this extent to provide a real world indication of specs.
We could list the unstrung target specs as listed on the racquet and on the websites of the manufacturers, but as most of us on here know that does not always give you an idea of what you are likely to get. By listing an average of several samples we feel we are providing the most accurate average spec that you are going to walk on court with -- and I think it's safe to say you'll have a better time with the racquet if it has strings in it.
