USTA Automatic Appeal System Issue

This morning I've had 3 people on my 18+ team who were bumped receive an email from USTA saying their appeal back down was granted. They didn't do anything to initiate the appeal today. They appealed once when ratings were out then again about 2 weeks ago.
A buddy of mine tried appealing 3 times. Once when ratings came out, once after someone showed him @schmke 's Dec. 24th blog post about denied appeals now being granted, and finally on a whim today after I told him about the 3 people on your team. I guess third time's the charm because he was denied twice and granted the third time.
 
I know that it's not 100% accurate. It seems that some players would have more margin of error than others, given that some play more matches. Does the appeal system take this into account?

Yes, it does, but they may tweak the exact thresholds periodically. At one point it was 0.1 above if 3 matches played going down to 0.05 if 10 matches played with no appeals allowed if more than 10 matches played. I believe it has changed since then.
 
I have noticed about 10 appeals have been granted in the past week down here in GA from 4.5 to 4.0. I'm assuming this is why. I've asked the 6 guys on my team who were bumped to try again, it can't hurt.
Just today a 4.5M rated guy around here successfully got bumped down to 4.0. He’s no where near 4.5 even around here.
 
Why are appeals allowed? What is our best guess as to the margin of error for auto appeals?
Like others, I believe a sliding scale based on the number of matches played is still in effect. While going to postseason or playing 10 matches used to preclude players from successfully appealing, that’s no longer the case. I have heard that no matter how many matches they play/how far they go, players now have an appeal range of at least .02. As to why that is, I’m unsure. Perhaps to give us the feeling that we have some impact on our rating? Inertia because they weren’t as confident in their algorithm in the past and don’t want to take away the button now?
 
We had a guy that on TR was rated 3.67. @schmke did take a look at him and said he was significantly higher than 3.67 but didn't have him being bumped. He did not get an email from USTA and still sits at 4.5. The 3 guys that were allowed to appeal back down (and many others on other teams) to 4.0 I would bet my life their ratings are higher than this guy. The whole thing has been really stange.

This guy auto appealed for a 3rd time today and this time it was granted. He never sent an email to USTA asking about his rating or received anything. Weird that he didn't get an automatic appeal down like the others.
