USTA Mixed rating vs Self rating

A guy received a 3.0 M year-end 2015 rating. The guy is a good doubles player and I had wanted to place him on my 40+ 4.0 team. The league coordinator said I could not do that since he had a 3.0 rating. So the guy signed up for a 40+ 3.5 team starting in January. Without playing a match his rating magically changed to 3.5 S. Does this sound right? Had I known this I would have kept a spot open for the guy on my 4.0 team.
 
Players that get an M rating are required to self-rate to play Adult leagues, so the 3.5S sounds right. I'm not sure why the LC told you he couldn't play on your 4.0 team though. Perhaps they thought he would have to self-rate at 3.0 when signing up for Adult, but clearly he was able to do so as a 3.5.
 
Yes, the minimum he could self-rate at would be 3.0S to play Adult (given his 3.0M rating), but he can self-rate at 3.5S (or even higher) if we wanted to. Appears that he did decide to self-rate at 3.5S.
 
If he self-rated at 3.5, he would still have to choose between playing on that 3.5 team and your 4.0 team. If he played both, it sounds like there would be a very high likelihood that he would be DQ'd at 3.5 from playing for your team and all his 3.5 results forfeited.
