USTA tournament ranking & seeding questions

I just noticed on the USTA site that I have a 3.5 tournament seeding. I am a 3.0 player and have played some 3.0 tournaments as well as played up to 3.5 when they've had to combine divisions for lack of entries. I don't have (or can't find?) a 3.0 seeding anywhere. Is this normal? I do have 3.0 and 3.5 rankings in the "Singles NTRP Grand Prix" which is a thing where you get points for participating in different tournaments throughout the year then there's a playoffs event at the end. So anyway.....should I tell/ask someone about this 3.5 seeding? I am curious about it. (I'm seeded 18 out of 32 eligible players.) How is USTA calculating who is 'eligible"? Is it just people who have done tournaments? Thanks for info/insights.

If you won any matches in a sanctioned 3.5 tournament you're eligible.

Yes, everything I've played in is sanctioned. Those tournaments are giving me my points toward this "USTA Grand Prix."
